E Nam Portal (https://enam.gov.in)
The Department of Agriculture, Cooperation and Farmers Welfare, which comes under the Ministry of Agriculture and Farmers Welfare, India, has established the Indian Electronic Trading Portal to provide National Agriculture Market for sale and fair price of agricultural products to the farmers the whole country. The National Agriculture Market is a pan-India electronic trading portal, which links the existing Agricultural Produce Market Committees (APMCs) across the country to form a unified agricultural market.
National Agriculture Market is a single-window service center for any information and services related to Agricultural Produce Market Committees, i.e., APMC Mandis across the country, including the following services.
- Arrival and prices of agricultural products
- The business offers to buy and sell agricultural produce.
- Provision for responding to business proposals among other services
- The National Agriculture Market minimizes the transaction cost and minimizes information regularity so that agricultural produce continues to enter the mandis.
- Through this E Nam Portal, states can manage agricultural marketing according to their agricultural marketing rules, under which the state is divided into different market areas. A separate APMC administers each market area. This APMC mandi implements marketing regulation, including fees.
Challenges before E NAM Portal
The division of markets hinders the free flow of agricultural commodities from one market area to another within the state by the Agricultural Produce Market Committee. Having multiple handling and different mandi charges in each APMC mandi leads to an increase in prices for the consumers, thereby preventing the farmers from getting the same benefits of agricultural produce.
Under the E Nam Portal-National Agriculture Market, the following steps have been taken to get equal benefits of agricultural produce.
To create a unified market through the online trading platform across the country (State and National level).
Promote Uniformity.
- Rationalization of procurement processes in integrated markets.
- Promote real-time price findings based on actual demand and supply by reducing information asymmetry between buyers and sellers of agricultural products.
- The National Agricultural Market promotes transparency in the auction process.
- Farmers have been provided with an accessible nationwide market with equitable prices for the quality of their produce.
- To provide an online payment facility to consumers at more reasonable prices along with the availability of better quality.
- So far, common tradable parameters have been prepared for 61 agricultural products.
- M/s. Nagarjuna Fertilizers and Chemicals Ltd. Acting as a strategic partner responsible for the development, operation and maintenance of the National Agriculture Market.
- The broader role of the Strategic Partner is all-inclusive, which includes writing software, which is designed to be integrated and mind-boggling with NAM, modified to meet the specific requirements of mandis across states.
Objectives of E Nam Portal
The following objectives of the Department of Cooperation and Farmers Welfare, Government of India, are behind the establishment of the National Agricultural Market.
- To establish a nationwide market portal for transparent selling, trading and price discovery in regulated markets.
- Under the National Agriculture Market, the States may promote e-trading per their APMC Act, and the State Agricultural Marketing Boards/APMCs may implement the appropriate provisions under the Act.
- Grant of liberal license by the State Authority to traders, buyers and commission agents without any pre-condition of physical presence or possession of shop or premises in the market yard.
