Mukhyamantri Bal Sewa Yojana Haryana: – India is passing through the second wave of Covid-19 Pandemic. How unexpected was the second wave of Covid-19 that almost all the state governments and the central government failed to estimate? Many children have lost their parents and guardians in the second wave of the Covid-19 Pandemic. Because of this, many children have become orphans, and there is no one to feed them. 

Many children have lost their parents in the second wave of the Covid-19 Pandemic, and their financial situation is so weak that they cannot take care of themselves properly. Bharatiya Janata Party President Shri Jai Prakash Nadda appealed to the Chief Ministers of BJP-ruled states a few days ago to come up with new schemes for the maintenance and education of children orphaned by the Coronavirus. 

Haryana Chief Minister, Mr Manohar Lal Khattar, has launched a scheme on May 29 2021, for the children of the state who have been orphaned due to the Covid-19 Pandemic. This scheme will be known as the Mukhya Mantri Bal Sewa Yojana Haryana. Other BJP ruled states of Uttar Pradesh and Gujarat have also started the Mukhyamantri Bal Seva Yojana in their respective states.

Haryana Mukhya Mantri Bal Sewa Yojana-2021

Chief Minister Manohar Lal Khattar, on Saturday, May 29 2021, has announced an important scheme for the upbringing, living and education of the children orphaned due to the Covid-19 Pandemic. This scheme, launched for the welfare of orphan children, has been started under the name of Mukhya Mantri Bal Sewa Yojana Haryana. 

At the time of announcing the scheme, Chief Minister Mr Manohar Lal Khattar informed that the children whose parents or their caretaker have died in the Covid-19 Pandemic, those children have been included in Haryana Mukhyamantri Bal Seva Yojana.  Under this scheme, the upbringing of children who have lost their parents to the Covid-19 Pandemic will be ensured through Child Care Institutions. 

Under Haryana Mukhya Mantri Bal Seva Yojana, such orphans can be raised and looked after by other family members and relatives. The state government will provide ₹ 2500 per child per month as financial assistance to parents raising orphans.

The state government will give ₹ 2500 per month for the upbringing of the orphaned child till the age of the orphaned child reaches 18 years. The Mukhya Mantri Bal Sewa Yojana Haryanaalso focuses on the education of orphans. Financial assistance in the form of ₹ 12000 per year per child will be provided to the parents of the orphaned child up to the age of 18 years for the education of orphaned children.

What is E Disha Haryana Portal?

If the ‘Child Care Institution’ takes up the responsibility of the orphaned children, they will be provided with ₹ 1500 per month as financial assistance by the state government. Presently 59 child care institutes are being operated in the state. The state government will open orphan children accounts. In addition to this amount of ₹ 1500 per month will be deposited by the state government in the orphan children account, provided to the child after completing 21 years.

Shri Manohar Lal Khattar has also made important announcements for adolescent orphan girls under Mukhyamantri Bal Seva Yojana Haryana. Under Mukhyamantri Bal Seva Yojana, the education system of adolescent orphans will be ensured through Kasturba Gandhi Balika Vidyalaya (presently there are 36 such institutes) from 6th to 12th free residential education. 

Under the scheme, the state government will deposit ₹ 51000 in the account of orphan girls for marriage, taking up the orphan girls’ responsibility. The state government will provide this amount in a lump sum to the orphaned girl at the time of marriage and interest.

Under the Haryana Mukhya Mantri Bal Seva Yojna, the state government will provide free tablets to orphan students studying from class VIII to XII and pursuing vocational education to help them in their education. The state government has included orphaned children in both the first and second wave of the Covid-19 Pandemic in this scheme.

Mukhya Mantri Bal Sewa Yojana Haryana 2021 Eligibility

The state government has set the following eligibility criteria for inclusion in the Haryana Mukhya Mantri Bal Seva Yojana 2021-

  • The state government has included orphaned children who have lost their caretaker/parents in the first and second wave of the Covid-19 Pandemic under this scheme.
  • Children who have lost both their parents because of the Covid-19 Pandemic.
  • Children who lost one of their parents who were alive before Covid-19.
  • Children whose parents had already died but their legal guardians also died during the Covid-19 Pandemic.
  • The Haryana Mukhya Mantri Bal Seva Yojana-2121 will also include those children who have lost an income-earning parent from their parents in Covid-19.

Mukhya Mantri Bal Sewa Yojana Haryana Financial Assistance

The State Government will provide the following assistance to the orphaned children selected for Haryana Mukhya Mantri Bal Seva Yojana 2021-

  • Under this scheme, the parents, who will take the responsibility of orphaned children, will be given ₹ 2500 per month as financial assistance by the state government.
  • The state government will provide ₹ 2500 per month to parents for the care of orphaned children till the child attains the age of 18 years, under the Mukhya Mantri Bal Sewa Yojana Haryana
  • The government will provide financial assistance of ₹ 12000 to parents for the education of orphans up to the age of 18 years per child per year.
  • The Child Care Institution, which takes care of the orphans, will be given a sum of ₹ 1500 per child as financial assistance.
  • An additional amount of ₹ 1500 per month will be deposited in the child’s account by the state government for the orphaned children, provided after completing the 21 years.
  • Under the Mukhyamantri Bal Seva Yojana, free residential education of adolescent orphan girls from 6th to 12th will be imparted in Kasturba Gandhi Balika Vidyalaya.
  • The state government will deposit ₹ 51000 in the account of the orphaned girls for marriage, who will be given a lump sum and interest at the time of their marriage.
  • Under the scheme, orphan students studying from 8th to 12th standard and pursuing vocational education will be given free tablets.

Conclusion 

The central and state governments may not have even considered the dangerous form of the second wave of the Covid-19 Pandemic. Nearly all state governments have failed in combating the second wave of the Covid-19 Pandemic along with the central government. Many children have lost their parents and guardians due to the failure of the governments. In the absence of parents and guardians, there is no one to take responsibility for the upbringing and education of the children. 

In such a situation, it is the responsibility of the state government to make arrangements for the upbringing and education of these orphan children. Chief Minister of Haryana, Mr Manohar Lal Khattar, has initiated a scheme, the Mukhya Mantri Bal Seva Yojana Haryana, taking steps for orphaned children’s upbringing and education system to the Covid-19 Pandemic. 

Under this scheme, special financial assistance has been announced for children’s upbringing, education, and marriage. This step taken by the state government is commendable, But it is also the responsibility of the government to implement this scheme. Orphan children will get the benefit of this scheme only when the scheme is implemented properly.
