Uttar Pradesh Mukhyamantri Bal Sewa Yojana:- You all are well aware that the second wave of the Covid-19 pandemic has proved more dangerous/fatal for the ordinary person. In the second wave of the coronavirus pandemic, many children have lost their parents and are orphaned. There is no one left to care for them. However, many children have lost one of their parents, and their financial condition is so weak that they cannot take care of themselves properly.

Because of the same problem of orphans, the President of the Bharatiya Janata Party, Shri Jai Prakash Nadda, appealed to the Chief Ministers of the BJP ruled states to bring schemes for the maintenance and education of the children orphaned by the Corona-19. Following this, the BJP-ruled states have started Mukhya Mantri Bal Sewa Yojana Uttar Pradesh for the upkeep of children orphaned due to the Covid-19 Pandemic.

Uttar Pradesh is the foremost state in the state to launch the Mukhya Mantri Bal Seva Yojana. Uttar Pradesh Chief Minister Shri Aditya Yogi Nath has launched the Mukhya Mantri Bal Sewa Yojana Uttar Pradesh-2021 on 29 May 2021 for the upbringing/maintenance, and education of children orphaned by this pandemic in the state. Simultaneously, other BJP-ruled states Haryana and Gujarat, have also started the Mukhyamantri Bal Seva Yojana in their respective states.

On 29 May 2021, Chief Minister Yogi Adityanath launched the Scheme for the upbringing, living and education of children orphaned by the Covid-19 Pandemic. This Scheme will be known as Mukhya Mantri Bal Sewa Yojana Uttar Pradesh. For the children who lost their parents to the Covid-19 Pandemic under this Scheme, the Yogi government has announced to provide a support amount of Rs 4000 per child per month to care for the children.

Shri Yogi Adityanath also stated at the time of Mukhya Mantri Bal Sewa Yojana Uttar Pradesh’s announcement that the government would assist ₹ 101000 for marriage of orphaned girls due to Covid-19 Pandemic. Under the Mukhya Mantri Bal Sewa Yojana Uttar Pradesh, the government will distribute free tablets/laptops to the orphaned children who are taking vocational education.

Children will also be covered under the Mukhya Mantri Bal Sewa Yojana Uttar Pradesh, who have lost their parents or one of their parents if they were alive during the Covid-19 Pandemic. The Scheme will also cover orphaned children whose parents had already died, but their legal guardian has also died during the pandemic. The UP Chief Minister Bal Seva Yojna-2121 will also protect those children who have lost an earning parent from their parents due to Covid-19 Pandemic.

Suppose there is a Guardian/Caretaker of the orphaned children. In that case, the State Government will provide financial assistance at the rate of ₹ 4000 per month per child to the caretaker/guardian as financial assistance for the care of the orphaned child.

UP Chief Minister Bal Seva Yojana 2021 Eligibility

The state government has set the following eligibility criteria for inclusion in Uttar Pradesh Mukhya Mantri Bal Seva Yojana 2021

  • Orphans who have lost both their parents because of the Corona-19 Pandemic.
  • The orphaned children lost one of their parents who were alive before the Corona-19 Pandemic.
  • The plan will also cover orphaned children whose parents had already died, but their legal guardian has also died during the epidemic.
  • Under the UP Mukhyamantri Bal Seva Yojana-2021, those children will also be covered who have lost an income-earning parent from their parents due to Covid-19 Pandemic.

UP Mukhya Mantri Bal Sewa Yojana 2021 Financial Help

The State Government will provide the following assistance to the orphaned children selected for Uttar Pradesh Mukhya Mantri Bal Sewa Scheme 2021-

  • Under this Scheme, if there is a Guardian / Caretaker for the care of orphaned children, the State Government will provide financial assistance to the Caretaker / Guardian at the rate of ₹ 4000 per month per child.
  • The state government will provide financial assistance of ₹ 101000 at the time of marriage for the marriage of the orphaned girls due to Covid-19 Pandemic.
  • Selected orphan children, who are studying in schools/colleges under Mukhya Mantri Bal Sewa Yojana Uttar Pradesh or are taking vocational education, will be provided free laptops/tablets by the state government.
  • For orphaned children below ten years who do not have a guardian/caretaker will be shifted to care for such children in State Children’s Home currently operated in Mathura, Lucknow, Prayagraj, Agra and Rampur with the help of Central Govt or State Government by its resources.
  • Under UP Mukhya Mantri Bal Seva Yojana orphaned girls will be shifted to Kasturba Gandhi Balika Vidyalaya (Residential), run by the Government of India, or State Girl Child Home (currently 13 Government Children’s Homes is running) or 18 Atal Residential Schools being set up by Central Govt for the care and education of girls.

The following are the features of the Mukhya Mantri Bal Sewa Yojana Uttar Pradesh-2021 , run by the Government of Uttar Pradesh for children orphaned due to the Covid-19 Pandemic.

  • Mukhya Mantri Bal Seva Yojana Uttar Pradesh was launched on 29 May 2021
  • Chief Minister Mr Yogi Adityanath has launched the Scheme.
  • Under this Scheme, only orphan children will be included who have lost their parents and guardians due to the Covid-19 Pandemic.
  • For the care and education of the orphaned children, caretakers/guardians will be provided financial assistance at the rate of ₹ 4000 per month per child.
  • Students studying in school/college or pursuing vocational education will be offered free laptops/tablets for help in education.

  • The state government identified one hundred ninety-seven children as orphans whose parents have both died during Covid-19.
  • About 2000 such children have been identified, one of whose parents have died due to Covid-19.

About 15 days ago, the state government had issued instructions to the Women and Child Development Department to formulate an action plan to identify the children orphaned due to the Covid-19 Pandemic and make proper arrangements for their livelihood, nurturing and development. 

According to the information received so far, about 200 children have been identified under the state government scheme whose parents have both lost the infection of the Covid-19 Pandemic. At the same time, 2000 such children have been identified who have lost one of their parents during this pandemic.

Conclusion 

The second wave of the Covid-19 Pandemic would be so dangerous, and governments would not even have thought about it. Almost all state governments have failed to cope with the second wave of the Covid-19 Pandemic. Many children have lost their parents due to the failure of state governments. These children have become orphans, leaving no one to arrange for their upbringing and education. In such a situation, it becomes the responsibility of the state government to make arrangements for the upbringing and education of these orphans.

The Uttar Pradesh Government, Mr Yogi Adityanath, has taken steps for the upbringing and education of the children orphaned due to the Covid-19 Pandemic through the Mukhya Mantri Bal Sewa Yojana. It is a good step taken by the state government, but the orphan children will get full benefits, the plan should be firmly brought down to the ground smoothly. Will the state government be able to do this? This will be known only in the future. But currently, this step taken by the state government is a commendable effort.
