Mukhya Mantri Ghar Ghar Ration Yojana – The Delhi government has launched the Mukhya Mantri Ghar-Ghar Ration Yojana to ensure access to food grains provided by the central government under the Food Security Act 2013 to the poor people.
The Government of India allocates food grains to various states through the Public Distribution System (PDS) under the Food Security Act 2013 passed by the Parliament to give food grains at a concessional rate of 1 to 3 rupees per kg to about 81.35 crore poor people. It is the responsibility of the state government to take this food to poor people.
The arrangement of doorstep ration is being started by Chief Minister Arvind Kejriwal from 25 March 2021 in Delhi under the name of Mukhya Mantri Ghar Ghar Ration Yojana. The Chief Minister of Delhi will start the scheme by direct delivery of ration to 100 households in Seemapuri. Under this scheme, the state government will supply the flour to the beneficiaries in place of wheat. Wheat, rice and sugar will be delivered in packets by the state government.

Food Distribution under the Food Safety Act 2013
Under the Food Security Act 2013, poor people have been provided with food and nutritional security by ensuring access to quality food grains in reasonable quantities at affordable prices. Under the Food Security Act 2013, about 75% of the population in rural areas and about 50% of urban areas are covered through the public distribution system.
Under this Act, the public distribution system is operated under the joint responsibility of the Government of India and the State Governments. Through the Food Corporation of India, the Central Government assigns responsibility for the procurement, storage, transportation, and bulk allocation of food-grains to the state governments. The burden of allocating food grains within any state, ensuring identification of eligible families, ensuring the actual distribution of food grains to the eligible families, etc., has been given to the state governments.
Current Food Distribution System in Delhi
At present, the government provides a 5 kg ration per person per month to the beneficiary cardholders under the Delhi government scheme, which includes 4 kg of wheat at ₹ 2 per kg and 1 kg of rice at ₹ 3 per kg. Apart from this, 35 kg food grains (25 kg wheat ₹ 2 per kg and 10 kg rice ₹ 3 per kg) are being made available at concessional rates every month to the beneficiary families under the Antyodaya Yojana.
The Government of Delhi is distributing food grains provided by the Government of India under the Food Safety Act of India from the godowns of the Food Corporation of India to the fair price shops with the help of the Delhi State Civil Supplies Corporation Limited. Delhi State Civil Supplies Corporation Limited is a wholly government-owned entity. Presently, this organization is working to transport wheat and rice from 6 godowns of India’s Food Corporation and sugar from two godowns owned by the Delhi Government to fair price shops.
Presently, the Delhi Government is distributing food grains from the Central Government under the Indian Food Security Act to TPDS beneficiaries through a network of fair price shops holding more than 2000 licenses, adopting the Public Distribution System’s guidelines.
Mukhya Mantri Ghar Ghar Ration Yojana-2021
The Delhi government has launched Mukhya Mantri Ghar Ghar Ration Yojana to ration the poor people at home to prevent corruption in food grains reaching the poor through a public distribution system.
The Delhi government has come up with the Mukhya Mantri Ghar Ghar Ration Yojana to improve the targeted public distribution system and provide monthly ration to the beneficiary in a transparent manner.
The Delhi government’s primary objective behind starting the Mukhya Mantri Ghar Ration Scheme is to bring quality food at affordable prices to the doorsteps of actual beneficiaries in absolute quantities. Under the state government’s MMGGRY, beneficiary families will be sent wheat flour packets and rice packets to their homes. Ration distribution process in Mukhya Mantri Ghar-Ghar Ration Yojana
Under the Mukhya Mantri Ghar-Ghar Ration Yojana, some mills will be selected to pack milling and food grains by the Delhi Government through a tender process by the Delhi State Civil Supplies Corporation. The food grains received from the Government of India under the Food Security Act will be transported from the Food Corporation of India’s godowns to these where the wheat will be grinded and converted into wheat flour and packed in different packets of different weight as per the requirement.
Rice distributed, in the same manner, will also be sent for processing (cleaning) to the processing units selected through tender and packaged in packets of different weights as required. Foodgrains will be forwarded to FPS after packaging by processing units. FPS will be responsible for transporting these food grains to the beneficiary as per the requirement. The food grains (wheat flour and rice) packaged by the FPS will be distributed after biometric authentication of the beneficiary with e-POS devices. A set amount will be taken from the beneficiary as the estimated cost of food grains and conversion charges.
Mukhya Mantri Ghar-Ghar Ration Yojana will be an alternative scheme under which poor people living in Delhi will be given the option of enrolling under the Chief Minister Ghar-Ghar Ration Scheme (MMGGRY) or take ration under the existing TPDS Want to continue.
Those who are not opting for the Mukhya Mantri Ghar Ghar Ration Yojana will continue to get ration as per the old system. But the beneficiary will have the option to enrol under Mukhya Mantri Ghar-Ghar Ration Yojana at the beginning of every financial year.
Implementation of Mukhya Mantri Ghar-Ghar Ration Yojana
The Delhi Government Cabinet has launched the Mukhya Mantri Ghar Ghar Ration Yojana under India’s Food Safety Act led by Chief Minister Shri Arvind Kejriwal to ensure access to food from the Central Government to the poor people. The scheme will be completed in two phases.
1st Phase of the Delhi Ghar Ghar Ration Scheme
Under the first phase, Delhi State Civil Supplies Corporation Limited will be appointed as the implementation and monitoring agency by Delhi Govt. Delhi State Civil Supplies Corporation Limited will be responsible for transporting food grains (wheat and rice) from the Food Corporation of India godowns to the processing units selected by the state government on a tender basis. After processing in processing units, different weights will be packaged and sent to designated fair price shops (FPS) by the state government to be delivered to the doorstep of the beneficiaries.
DSSSC Limited will also prepare the listing of the millers who set up and operate the milling and processing units for Mukhya Mantri Ghar-Ghar Ration Yojana. Only the millers listed by Delhi State Civil Supplies Corporation Limited will be responsible for transporting food grains (wheat and rice) from the FCI godowns to the selected milling and processing units.
Through processing units, wheat will be cleaned and converted into flour, and rice impurities such as straws, pebbles, coir fibres will be removed. Wheat flour and cleaned rice will be packed in different weight packets depending on the quality standards. The name of the batch, date of packing, expiry date, and other information will be written on these packets.
After packaging, these packaged items will be delivered to the Fair Price Shops (FPS) of Delhi Consumer Cooperative Wholesale Stores Limited (DCCWS) to be delivered to the beneficiaries’ home.
2nd Phase of Mukhya Mantri Ghar-Ghar Ration Yojana–
Under the second phase, Delhi Consumer Cooperative Wholesale Stores Limited (DCCWS) has been responsible for setting up Fair Price Shops (FPS) in Delhi at a convenient rate. The Delhi Consumer Co-operative Wholesale Store Limited has also been responsible for distributing items from fair price shops to the beneficiaries’ homes with the Direct to Home Agency’s help.
Fair price shops of DCCWS will be used to distribute packaged goods to the beneficiaries under Mukhya Mantri Ghar Ghar Ration Yojana. Ensuring delivery of packaged goods to the beneficiaries under MMGGRY will be with the DHD agencies appointed by DCCWS. The direct home delivery agency will inform the beneficiary in advance through SMS.
The DHD agency will carry out biometric authentication of the beneficiary through an e-POS device before the packed ration is passed on to the beneficiary. The record of each delivery provided to the beneficiary will be recorded in the e-POD (proof of delivery). The ration beneficiary will be given the option to get the ration card’s food grains in more than one instalment.
A grievance management system will be arranged for the redressal of grievances related to the scheme under the Mukhya Mantri Ghar-Ghar Ration Scheme. A call centre will also be set up for the beneficiaries of the scheme. The information related to the scheme will be passed on to the beneficiaries from time to time through a direct home delivery agency.
The state government will develop a monitoring mechanism to ensure transparency of the scheme and prevent leakage/diversion/replacement /food theft. Under this monitoring mechanism, the system of lifting food items from the Food Corporation of India to milling/packaging and rationing to the beneficiary will be brought under CCTV monitoring. Also, all vehicles engaged in the transportation of rations will be equipped with GPS systems.

The Application Process for Mukhya Mantri Ghar-Ghar Ration Yojana 2021
The Mukhya Mantri Ghar-Ghar Ration Yojana launched by the Delhi government is an alternative system under which ration card beneficiaries will be distributed ration at their doorstep. To avail benefits of this scheme, the beneficiary will need to apply for the Delhi Ghar Ration Scheme 2021.
