PM Cares for Children Scheme: Prime Minister Shri Narendra Modi announced ‘PM Care for Children Scheme’ for all the orphaned children who lost their parents due to the Covid-19 Pandemic to support and to move forward in life. Under the PM Cares for Children Scheme, orphaned children will be provided a monthly allowance of up to 18 from the PM Cares Fund and an assistance amount of ₹ 1000000 when they reach 23 years. Under this Scheme, the Government of India will ensure free education for such orphans.

Such children will be assisted in getting loans for pursuing higher education. Interest on the education loan taken by them will be paid from PM Cares Fund. Children orphaned due to Covid-19 Pandemic will be linked with the Ayushman Bharat scheme. Free health insurance up to ₹ 500000 will be provided till the age of 18 years. PM Cares will pay the premium for the health insurance of the orphaned children. Prime Minister Narendra Modi believes that children represent India, and India’s government will do everything to support and protect them.

Focusing on the education of orphans, it was informed by the Prime Minister’s Office that children below 10 years of age would be enrolled in the nearest central school or private school, while children between 11 and 18 years old will be enrolled in Central institute like Sainik School and Navodaya Vidyalaya. They will be enrolled in any Government Residential Central School. If the orphaned child lives with one of his Grandparents or relatives, then under the PM Cares For Children Scheme, he will be admitted to a central school or private school nearby.

Under PM Cares For Children Scheme, children who wish to pursue higher education will be helped to get education loans for professional courses and higher education. The interest on the education loan will be repaid from the PM Cares Fund. As an alternative to graduation and professional courses, an amount equal to tuition fees or course fees will be provided under the Central and State Government schemes. Under the ‘PM Care for Children Scheme,’ all the orphan children covered under the Scheme will be enrolled as beneficiaries of Ayushman Bharat Yojana of Pradhan Mantri Jan Arogya Yojana. Under the Pradhan Mantri Jan Arogya Yojana, 500000 per year health insurance scheme will be provided, and till the age of 18, the premium amount of these children will be paid by the PM Cares Fund.

According to the official data, the Minister of Women and Child Development, Smt. Smriti Irani, citing data received from the Union Territories and States, said that between 1 April 2021 to 25 May 2021, about 570 children were orphaned due to Covid-19 Pandemic across the country. 

What is PM Cares Fund

The Prime Minister’s Citizen Assistance and Relief in Emergency Situations Fund (PM CARES Fund) was launched by the Government of India on 27 March 2020 after the Covid-19 Pandemic spread to India in 2020. The main objective of this fund is to raise funds for prevention and relief efforts shortly to deal with conditions like the coronavirus and other similar pandemics.

Presently the Prime Minister, Shri Narendra Modi, is the ex-officio Chairman of PM Cares Fund. The trustees are Defense Minister Rajnath Singh, Finance Minister Nirmala Sitharaman, and Home Minister Amit Shah. The total amount donated to the PM Cares Fund and the names of donors have not yet been publicly disclosed. This fund is audited privately.

The Government of India initially denied that the PM Cares Fund is a public fund for transparency laws such as the Right to Information Act 2005, stating it as a private fund. In December 2020, the Government of India changed its stand and acknowledged that the PM Cares Fund was a public fund, but it does not come under the purview of the Right to Information Act 2005. In PM Cares For Children Scheme, the funds to be spent on children orphaned due to the Covid-19 Pandemic will be given from this fund.

  • The ‘PMCares for Children Scheme’ will assist children who lost their parents or guardians due to the Covid-19 Pandemic.
  • The Government of India will open a fixed deposit account in the name of children, in which the PM Care Fund will contribute such an amount that the amount of Rs 1000000 will be collected by the time the child is 18 years of age.
  • Under the PM Cares For Children Scheme, the orphaned child will be given a certain amount of money every month for five years from the funds deposited in the fund from 18 to 23 years. The remaining amount after the age of 23 will be given a lump sum to the Children.

The Government of India has set the following eligibility criteria for inclusion in PM Cares For Children Scheme2021-

  • Orphaned children who have lost their parents and guardians during the COVID-19 pandemic will be included in the PM Care for Children Scheme by the Government of India.
  • Children who have lost one of their parents who were alive before the Corona-19 pandemic.
  • Orphaned children whose parents were already dead, but their Guardians were alive. But his legal guardian also died during the Covid-19 Pandemic.
  • PM Cares For Children Scheme-2021 will also include children who have lost income-earning parents from their parents in the Covid-19 Pandemic.

The Government of India will provide the following assistance to the orphaned children selected for PM Cares For Children Scheme 2021-

  • The Government of India will open a fixed deposit account in the name of children, in which the PM Care Fund will contribute such an amount that the amount of Rs 1000000 will be collected by the time the child is 18 years of age.
  • Under PM Cares For Children Scheme, orphaned children will be given a fixed amount of money every 5 years from the funds deposited in the fixed deposit fund from 18 years to 23 years of age for education and other expenses.
  • When the orphan child is 23 years of age, the remaining amount will be provided to him.
  • The Government of India will pay the children’s school fee expenses along with textbooks, notebooks, and uniforms from the PM Cares Fund.
  • For obtaining professional courses / higher education in India, the interest amount on the education loan will be paid by the Government of India from the PM Cares Fund under PM Cares For Children Scheme.
  • Such children will be provided free health insurance up to ₹ 500000 per year under the Pradhan Mantri Jan Arogya Yojana until 18, whose premiums will be paid from the PM Cares Fund.
  • As an alternative to graduation and professional courses, an amount equal to tuition fees or course fees will be provided under the Central and State Government schemes.
  • Students who are not currently eligible for the scholarship scheme will be given an honor scholarship from the PM Cares Fund.
