What is Virtual Court?

Virtual Court: – In 2020 March, after the outbreak of the Covid-19 epidemic in India, a lockdown was imposed across the country to prevent infection. The work of the judiciary, along with various government offices, was stalled due to the lockdown. In consultation with the Supreme Court, the Ministry of Electronics and Information and Technology, India started a virtual court to run the judiciary’s work smoothly.

A virtual court is a concept whereby plaintiffs, defendants and lawyers are not required to physically appear before the court during the hearing of the case. However, during the hearing case, the plaintiff, the defendant and their lawyers have to appear in court proceedings. In a virtual court system, all parties are connected to the court through video conferencing at the time of court hearings. That is, all parties can join the judicial process from their home.

In short, it is an electronic platform where all the parties are connected to the court through an online medium. Through a virtual court, a person can present his side and pay the fee or fine (virtual court challan) online. Litigate can view the status of its case online through various channels.

The main objective of the government and the Supreme Court behind the introduction of virtual courts is to run the judicial process smoothly during terrible circumstances like the Corona epidemic. In which all parties, through virtual means, form part of the judicial process. The second primary purpose behind the introduction of virtual courts is to prevent citizens from getting involved in the judicial process repeatedly. Through virtual courts, cases related to traffic challans and petty offices can be solved easily online.

Virtual Court Challan Portal (VCourts)

The Ministry of Electronics and Information Technology has set up a Virtual Court Challan Portal (VCourts) to make the concept of virtual courts a success. The official website of the virtual court is https://vcourts.gov.in. The VCourts Challan portal has been designed, developed by the National Information Center, Ministry of Electronics, Information and Technology. NIC is also doing this Host and Maintain.

Vcourts have been provided with the facility to present their report before the court in electronic form through e-filing. A citizen can check the status of their case along with filling the court fees, court fine etc., online through Virtual Court.

If a person wants to view Virtual Court Challan details through the official website of the virtual court, then follow the steps given below.

  • First of all, visit the official website of the Virtual Court  Challan Portal. The official web site’s home page will open.
  • The option of “Settle your case online on virtual courts” will appear on the home page. From the drop-down box of “Settle your case online on virtual courts”, select the department related to which you want to pay.
  • Click on the Proceed button. If you have selected Delhi (Traffic Department), then a new Delhi (Traffic Department) page will open. Where four options for selecting the case will appear. Like- (i) Mobile Number (ii) CNR Number (iii) Party Name (iv) Challan / Vehicle Number etc.
  • Choose one of the above options at your convenience. If you have selected Mobile Number, then fill in your mobile number in the given column.
  • Fill in the given Captcha Code in the specified field and click on the Submit button.
  • If you have selected the CNR Number, then fill in your CNR Number in the given column. Fill in the given Captcha Code in the specified field and click on the Submit button.
  • If you have selected Party Name, then fill in your Party Name in the given column. Fill in the given Captcha Code in the specified field and click on the Submit button.
  • If you have selected Challan/Vehicle Number, then fill in your Challan Number or Vehicle Number in the given column. Fill in the given Captcha Code in the specified field and click on the Submit button.
  • As soon as you click on the Submit button, a brief description of your Challan will open. Click on the View link to see a detailed description.
  • As soon as you click on the view link, the full details of your Challan will open. A detailed description of Party Details, Current Status, Offense Details and Proposed Fine etc., will appear.

If a person wants to make Virtual Court Challan online payment of fees, fines etc., through the official website of the virtual court, then follow the steps given below.

  • First of all, visit the official website of the Virtual Court Challan Portal. The official web site’s home page will open.

  • Clicking on the view link will open the complete details of your Challan where details of Party Details, Current Status, Offense Details, Proposed Fine will appear.

  • At the end of the page, the following four options will appear (i) I wish to pay the proposed fine, (ii) I wish to contest the case (iii) My name or mobile number is incorrect. I wish to pay the fine by verifying Engine No and Chassis Number. (iv) My name or mobile number is incorrect. I wish to contest the case by proving Engine No and Chassis Number.

  • Choose one of the options at your convenience. If you choose the option of “I wish to pay the proposed fine”, then click on the ‘Generate OTP’ button to generate an OTP.
  • Fill in the OTP number received on your registered mobile in the given column and click on the Verify OTP button.
  • If you select the option of “I wish to contest the case”, then click on the ‘Generate OTP’ button to generate an OTP.
  • Fill in the OTP number in the given column and click on the Verify OTP button. Keep in mind that once you have made a contested case, you cannot pay the fee because your case will be referred to the regular court.

  • If you choose the option of “My name or mobile number is incorrect, I wish to pay the fine by verifying Engine No and Chassis Number”. So fill the last four Digits of the Chassis Number & Engine Number in the given field.
  • If the information is found right after the details you have filled, then fill in the Payee Name and Pay Mobile Number in the given Field.
  • If the owner is Payee, choose the option of ‘Same as Owner Name’ and click on the ‘Generate OTP’ button. Fill in the OTP number in the given column and click on the Verify OTP button.

  • If you select the option ‘My name or mobile number is incorrect, I wish to contest the case by verifying Engine No and Chassis Number “, then fill the last four Digits of Chassis Number & Engine Number in the given field.
  • If the information is found correct after the details you have filled, then fill in the Offender Name, Offender Mobile Number and Remarks (if any) in the given Field.
  • If the owner is an Offender, choose the option of ‘Same as Owner Name’ and click on the ‘Generate OTP’ button. Fill in the OTP number in the given column and click on the Verify OTP button.
  • But if you have selected the option to pay the fine, then the link of the “Click Here to View Summon” option will come up as soon as OTP Verifies.
  • Open this link by clicking on the link “Click Here to View Summon” as soon as you click on this link. Court notice/summons will open in front of you in PDF format. In which your Owner’s name, Vehicle Details, Offense Details and Court Name will be found. You can also download it.
  • The following two options will appear below the “Click Here to View Summon” link. (i) I agree to the Terms & Conditions (ii) I have understood the contents of Special Summons. I wish to pay the fine mentioned therein. Check the box of both options.
  • Click on the button ‘Accept & Pay’. Popup of ‘Are you sure to proceed’ will open. Click on the OK button.
  • You will be redirected to Payment Gateway, where you will get the option of Debit Card / Credit Card, BHIM UPI, Net Banking to pay with the Amount to be paid.
  • Choose one of the payment methods. If you have selected Debit Card / Credit Card, then fill in the Card Number, Expiry Date of Card, Name of Card Holder, CVV Number in the given column.
  • Click on the Pay Now button. A new page will open, and an OTP will appear on your phone. Fill OTP in the given column and click on the Submit button. Acknowledgement slip will open when the payment process is completed, which you can also take Print Out.
  • If you see your Virtual Court Challan again, then Challan will appear there. But Paid’s sign will also appear with View Link, which means that your Virtual Court Challan has been successfully filled.
  • In this way, one can quickly fill the Virtual Court Challan or another fine of his vehicle while sitting at home through Virtual Courts.

Q. 1. Will I get a receipt if I pay through the virtual court?

Ans: – Yes, if a person pays his Challan or Fine on the virtual portal, then the payment receipt is issued immediately after the payment is successful. You can also download or print it out.

Q.-2. If a person receives information about making a virtual court payment through SMS, how should he be processed for payment?

Ans: – The process of payment on the virtual court is as follows.
First, go to the official website of eCourts.
Choose a virtual court Challan Portal.
Select the department related to the drop-down list.
Select the case from Mobile No, CNR No, Party Name, vehicle/challan no.
After searching the case, click on the link in the View.
Choose one of the options in Fine and Request to Contest.
Complete the OTP verification process.
Selecting ‘Pay to fine’ will be redirected to the payment gateway through e-pay
Pay successfully and receive receipts.

Ans: – Yes, if a person does not want to pay the Challan through virtual court, he can request to send a regular court to contest his case. For this, follow the following steps.
First, choose the state and related departments from the virtual court website.
Select the case from Mobile No, CNR No, Party Name, vehicle/challan no.
 Click on the View link to see the details of the Challan.
Select the option of ‘I wish to contest the case’.
 Generate OTP from a mobile number and verify.
Fill in the desired information and click on the submit button.
An acknowledgement message will be displayed on your screen with the name and date of the court.

Q. 4. My mobile number is wrong on the Challan, but if I want to pay the fine or request a contest, what should I do?

Ans: – Your mobile number is wrong in the Challan; even then, you can request payment or contest through the chassis number and engine number. For this, you have to fill in the last 4 digits of your car’s chassis and engine number, and after verification, you will have to adopt the next process.

Q.-5. I have paid the Challan through the virtual Court Challan portal, but if I have not received the payment receipt, what do I do?

Ans: – In such a situation, search your case and click on the link of View. To print the Recept, click on the Reprint button. After the OTP verification process completes, you can view and print a receipt from here.

Ans: – Yes, if a person has lost the receipt of challan payment through the virtual court Challan portal, he can go to the option of reprint and download the receipts through OTP verification.

Ans: – Through the virtual court, a person selects ‘request to contest’ a case. The authorized court and date are displayed on the system’s screen after the completion of the request process.

Ans: – Yes, anyone can view the court summons related to their case or Challan through the official website of the virtual court. Follow the following steps.
Visit the virtual court’s official website.
Select the department related to the drop-down list.
Search your case using one of the search options.
After searching the case, click on the link for ‘View’.
Choose one of the options in Fine and Request to Contest.
Complete the OTP verification process.
